On my arrival in this colony I found a request from the Governor that the Brothels should be inspected.

Many styphoid cases were brought into hospital from them and they were of so bad a type that there was a great mortality. I enclose two lists of the brothels which will furnish some idea of the amount of work required. The greatest work of inspection I have ever done has taken me fifteen whole afternoons to get round them; besides an average of three inspections a year.
